Methane could also be useful for fuel cells (as well as more traditional combustion uses). Militaries and several commercial outfits have been using such (gas variants) for some time IIRC.
Re: Class C starport lacking refined fuel - definitely silly. My take as a Referee has always been that refined fuel just cost more and was an open third party market at that system, which may have supply and demand problems.
I also take the starport classes as the 'Imperial' starport, with local systems having the option for their own (otherwise the trade routes just make no sense). Of course, for travellers and traders, this is a 'use at your own risk option' since the starport is under local jurisdiction.
