If we are thinking the same inspiration then I have to say:
The thugs were rather well equipped
and he gave plenty og oppurtunity for them to surrender.

Otherwise, I compleltly agree, most of the time people forget the arrest rule and just wan to go at it. Maybe I should stop reminding them. hmmm.

That's my main annoyance with the arrest rule, actually.
If there's a gang of half a dozen punks with guns, who are all clearly part of the same gang, surely one arrest attempt should do it?

I understand giving them the first shot because you need to offer them the chance to surrender first, but giving each model the first shot individually seems to be pushing it. You're armed and you're walking through a firefight wearing the gang colours of the group currently shooting at the judges. I think we've reached the point of reasonable self defence.

Keep in mind there is a talent for mass arrests which can pop everyone's defense at once pretty much.
