Fattie Question

In the Fattie description "Fatties can only move in clear terrain."

Does this mean that Fatties cannot enter buildings?

Also if a Fattie some how can get to a top of the building does that mean they cannot move on the roof top?

Considering they would need an elevator to get up there in the first place...

What about if they had a power board or a jet pack?

What about if they were fighting a person on the same level say street level. The target is at a window in a building can they still melee if the fattie ls in front of them?
