Mongoose owns the rights to Blue Planet?
I never played, but I thumbed through it at the local game store. It looked cool but I was hesitant to commit to a new system from a company that might go out of business.
If Mongoose has the rights, it might be smarter to release it as a Traveller supplement than a complete stand alone game.

They can't stop releasing Farscape books, they never did in the first place.
As for starting doing it, given how poorly the d20 one sold I doubt they'd think there's enough interest to justify the licence fees.
