I think Jerry Pournelle's CoDominium could be pretty fertile ground for adventures. Especially where the Borloi drug trade comes into play.

Great setting - although to be honest, Traveller with Mercenary pretty much has everything you need covered already.

I did play around with the idea of using the setting as an Armageddon 2089 variant at one point. Unfortunately most of my regular group of players aren't into tabletop wargaming or SF settings, but the idea had definite potential ...
