Shadows hibernation is just part of who they are. They have done it since the beginning. I remember it caused issues before as they were in hibernation and someone took part of their territory, not sure which of the first ones it was... Shadows are really really old, think they are second born or so, but have less time awake than the others. Vorlons were relatively young, just before the Kirishiac?

Shadows are next after the Triad in AoG fluff.
The Kirishiac Lords are the youngest, but the Mindriders are also younger than the Vorlons. Not sure about the Gamblers of Thorvalus.

Shadows are older than the Vorlons, tho they have not given up there insectoid look and still lay eggs for their young.

And your right about the Triad, forgot the first there was one... then three... then the more than three but still one (shadow queen thingie...)... we used to have a little joke about them, wish I could remember it all more clearly.

i dont know about the books but i do remember a mention in he show of the shadows go into hibernation until the universe has recovered from the last war
