Exactly. Most Who adventures are about the characters and plot. Background, technology, governments, gizmos & gadgets are all usually just colour. Many of the more off-world adventures of the Doctor are simply conspiracies, plots and murders in a sci-fi environment.

Many stories such as Colony in Space, Face of Evil, Robots of Death, Planet of Evil, Sun Makers, Ribos Operation, Power of Kroll, Caves of Androzani and many more would all fit quite easily into the 3rd Imperium.
 
And then for the epic series(UK)/season(US) finale:

"A Grandfather's Dilemma"
The Doctor and his companions travel to Earth back some 302000 years into the past meeting again a familiar Stone Age tribe and a small winged alien named Yaskodray. Oddly there seems to be another "police box" off in the distance...
