If a devastating weapon inflicts a critical hit, does it also inflict the critical effects of the lower levels of that critical score?

So if a 4 is rolled does it inflict all the critical effects for levels 1, 2 & 3 as well?

I think the answer here has to be no? There is Devastating, and then there is Nuclear Blast
