I really enjoyed your analysis of the sector. Even if the actual book doesn't use a lot of your ideas, I think that any campaign that moves into Deneb will definitely incorporate them.
I think your Technology block makes a lot of sense and can be used in just about any campaign. There are bound to be a lot of worlds that feel their technology is "good enough" once they hit TL11-13. Gravitics are developed enough to be in common use and J2-4 lets you get just about anywhere you want to go. Meson weapons probably scare the CRAP out of most people and might be enough for a large group to go "we shouldn't go any farther in that direction." Oppose them with the New-Shiney-Widget crowd and you have a good political split in any society.
For a lot of random data, you were able to make very good sense of most of it.
