Core Rulebook 2nd Ed - Text clarification

On page 86 of the 2nd Ed core book under Experience Levels it says:

"Each character will have one skill from the list at the first level, and all other skills at the second level."

First level? Second level? What "levels" are these referring to? I suspect it's trying to convey the allocation of skills from the Experience table on page 87, but what is First Level and what is Second Level in relation to Average Skill Level on that table?

My best guess is they mean eg: Average Combatant Drive 2, Gun Combat 1, Melee 1, Recon 1

Looking for clarification from one of the writers.

Admin 1 is level 1 of skill Admin. That is the general terminology.

I guess you didn't read the section in the book. I'm not really sure how to reply to you, because what you said doesn't relate in any way to my question or the section in the book.

I read that as an non-player character creation process, and the suggestion how to make them balanced in relation to the player characters.

Yes, I am asking a question relating to creating non-player characters and the text in this section. This is why I am looking for writer clarification because it frankly doesn't make sense.

I ask anyone replying to this question to actually read the section in the book, it should be obvious how it makes no sense.
 
I think the intent is that the contact should have an enhanced level, in one or more skills that are connected to his profession or speciality.

At a guess first level is Skill 1, second level is Skill 2. It would sound more natural to have one skill 2 and several skill 1 though.

p56 defines what "level" is for skills.

Yes, I know what a skill level is on p56. I think the text on p87 is missing context and in no way means skill level.

Otherwise every NPC on that table would have the same Level 1 and Level 2 for skills regardless of experience, which would conflict with the higher experience having an Average Skill Level of 3 according to the table.

Really I'm looking for writer clarification, because it is clearly a mistake and I'd like to know what they intended this to mean. I appreciate people trying to explain it, but I want the actual intended text not our vague notions, as I can have those myself :)

I understand the intent. It specifically refers to levels and the table on p88 being Level 1 and Level 2, while the Average skill level goes up to 3. It's clearly written wrong or missing information.
 
It reads like a mistake to me. If you drop that one sentence it all reads fine.

No idea what the intent was, but if I has to guess, I'd say that the experience level table on the opposite page at one point listed skill levels differently.

In any case, the sentence makes no sense in the context of the surrounding paragraphs and those tables over the page.

Probably needs errata.
