The best thing to do is ignore the checkpoint lists and look at the charts and tables. It is a well known SNAFU and not exactly out of sorts with similar differences if you check LBB:1 basic characters entry numbers, commission and promotion you will find differences with LBB:4, LBB:5 etc.

And that is where one set of the numbers come from, they should not have been put in the advanced section, or the advanced numgers that conflict with basic could.should be ignored.There is a separate table on page 26 that I haven't snipped for the Basic character generation rolls.
I go with the basic table numbers.Which of these two is correct is pretty important, because in one Proles can successfully enlist in the Consular Guards, whereas in the other it is impossible for a Prole to roll high enough to enlist (even if they have STR 7+).
