Combat skill bonus

Would a combat skill modifier- like the +20/-20 Prone modifier- be applied to other skill rolls like Brawn or Atheletics or opposed rolls?
Do the modifiers apply to all actions between combatants?
A dance off? With one prone? Ok, probably never a dance off, but the question still stands...

Depends on your reading at the time but possibly yes. Generally if someone's suffering a disadvantage that makes it harder to perform a skill then give them a minus and vice versa.
