It's not clear from the article in S&P whether or not MTBs, S Boats, etc are subject to the normal to hit modifiers as with other vessels.
I would suggest that if the modifiers do apply, boat sections would be more untouchable than destroyers. The implication is that such boats have a flat to hit number as do aircraft.
Anyone else used the coastal forces? What were your feelings regarding balance? They didn't capture, for me, the potentially suicidal nature of coastal operations.
