Ok, that was my original understanding. I was questioning my assumptions when I read about "streamlining", but I guess they just meant designing your hull in a shape that allows for better atmospheric flight.

Next question:

A&F Guide pg. 17 mentions "off the shelf" versus custom designs and the associated difference in cost. While I have not read the whole book, I did a quick skim and did not find a listing of "off the shelf" designs.

What designs are considered "off the shelf", or is this left to the referee?

A custom design is something you (or a naval architect you hire) design as a "one off".

An "off the shelf" design would be something which has already been built numerous times (such as any of the ships listed in Clement Sector, the Ships of Clement Sector series or any other source material you are using in concert with our setting).

Any existing design would be "off the shelf".
