I'm not sure exactly what your asking so I'll cover a few things. If my shotgun approach misses the target please clarify what you are asking and I'll use the sniper rifle.
from page 6 of the book said:
You must take the skills listed for your homeworld; any extra skills can be taken from the education list.
The homeworld skills are well defined on page 6. High Tech is Computers 0, High Population is Streetwise 0, and Rich is Carouse 0.
If you do not know the traits of your homeworld, the table on page 181 will help you if you know the UWP. UWP is the Universal World Profile, a set of codes describing the the qualities and characteristics of a world. Example C77A9A9-6. The code is broken down in this order:
* Starport
* Planetary Size
* Atmosphere
* Hydrosphere
* Population
* Government
* Law level
* Tech level
(Anyone know of a web page where you can type in the UWP and it will spit out the traits?)
If your Homeworld has more skills than your character is allowed (3 + Education DM) I think the person creating the character would select from the possible choices.
If the number of skills available from the homeworld are less than the number of background skills the character is supposed to get, the remainder come from teh education skills list. I believe the wording of the book indicates it should be the player creating the character that picks those skills from the list and not the GM.
It is not required, but as the GM you could request that the player gives their character a background that explains how they obtained these skills.
