If its a "black label" book, that's all well and good.

Newcomers are really not getting a lot of guidance on what the OTU is, or means, however.

Mostly equipment of course but is a guide to technology levels and what they mean included.

Covers various technologies that become available at that level. There's never any one answer for this, at a given tech level some societies will develop different technologies. This is of course their interpretation of what becomes available when.
 
You might want to look at the tech level progressions as presented in TNE, they did a good job of explaining them....

As for myself I pretty much have discarded Tech Level as a concept in my games, or at least as a numeric value.

I tend to use TL as the level of infrastructure in the UWP situations.
 
Please proof read it a couple extra times. Maybe have a couple people who have never seen it before proof it for you too.

Due to the different nature of the book I don't think that really applies.

I have not seen that one. I have very little 2300 stuff. Most came as part of auction lots where I was after the CT stuff.
