Can anyone identify this mini?

I got this guy in a blister together with the female pyromaniac and the spy (I think). He's labeled "Jimp" on both the mini and the blister. He looks like a street judge, but skinnier. Any thoughts? I'm going to use him as a street judge, since he's the only one I have so far, aside from some of the heroclix judges.

Thats a Jimp, a Judge Impersonator. They were specialists you could hire in GOMC1 and could trick your rivals into thinking theyre were real judges.

A JIMP is a citizen impersonating a Judge - can be a vigalante or just there to extort things from other citizens. There have also been a few cases of former Judges doing this IIRC

Thanks for the reply! I don't see him in the original book. Was he in an expansion or S&P? (I did just get the book a few days ago, so it's entirely possible I missed it)
