I just read Campaigns of Terror in P&P and I'm confused.

What happens if the Raider player selects a strategic target which is not held by the defending player? Is a scenario generated, too or does the Raider win automatically?
 
It really doesn't matter which strategic target the Raiders pick because the Raiders can't capture strategic targets anyway. If the Raiders pick an unoccupied target and the defender can't be bothered to attack the Raiders fleet then the Raiders get some free RR points. If the defender chooses to intercept the Raiders fleet then battle progresses as usual.
 
Another question for the CoT:

As I wanted to play a small Narn raiding force I tried to built a suitable base of operations. The problem I have is to get decent modules for the Border Station Core as 9 Hardpoints are not much and Narn have few choices.

IMO there are several modules missing like standard Laser Cannon Modules or Railguns for EA in P&P.

Does somebody perhaps have some good ideas for a Narn base?

the command module is a good one as it gives reasonable traits that the Narn are either weak in (scout) or don't have access to at all (Fleet Carrier). Combine this with a few light guns and a fighter module (the launch bays) and its a reasonable little base?
 
WSOunds good,. What I'm missing are the heavy weapons for the station. From B5 Wars I know the civilian Narn base with heavy lasers so I tried to build it.
 
Just use half a module (like Launch bays) ie

Heavy Laser Module 3 Hardpoints
Mounting a single Laser, a space station can discourage many enemies.
A Heavy Laser Module will add the following weapon system.

Weapon Range AD Special
Heavy Laser Cannon 36 2 Beam, Double Damage

Job Done :)
