Why oh why is the Brooklyn class cruiser a Raid level ship?

At stand-off range you would be better off with TWO New Orleans, Portland or Pensacola class cruisers!

If you want to get in close, you would be better off with two Atlanta class cruisers!

I understand that there might be a difference between a Raid level ship in Fleet Y and a Raide level ship in Fleet Z. . . because the fleets are balanced as a whole.

But it seems to me the Brooklyn just doesn't deserve raid status when compared to the other cruisers in the American fleet. What do you think?

Yeah, I was putting together a 5 point battle fleet and that one just said, "ooh ooh DON'T take me!!"
