Which is why I tend to bitch when I see TOO much ambiguity and open-endedness. I don't expect rules to cover every little detail, but I also do like them to be a tad rational and at least defined enough that I don't have to make a ruling or have an argument when a player is, well, being a player! Abstraction works well for lots of things, and some things, like this, not so much.

Now if it will get addressed or not... that's an entirely different question.

I agree that there can is a lot of abstractions in rules which leaves a lot of gray area that someone will try to exploit if the exploitation achieves the individual's goal or goals.

Hopefully the Mongoose staff will get around to, at least, review the subject and possibly let you know off-line about which way they are leaning.

To be honest I'm very light on any rules other than basic character generation and spacecraft design in most of the other Traveller rule sets. In MgT my focus has been on spacecraft design, since I've not found any groups close by that plays MgT or any other Traveller rule sets. My skills as a Referee a even worse than being a player.

I approach things like this from both a players perspective and the referee's. As a ref I have to understand how it works, and what kind of defenses are available because my NPC's need to know that information - especially if I'm using it as a plot point for the adventure. It's not like PC's ever stay on track...damnit..

And as a player I feel it's my job to thwart the referee and go barreling off in some direction that may have very little to do with all their carefully constructed plotlines. Plus who doesn't like being the PC hero that makes a plan come to (un)together - insert A-Team video here... :)
