B5 Raider customisation

In P&P when discussing allied League ships, the book says that allied League ships may only have 1 customisation, then a couple of paragraphs later says "all ships within a Raider fleet (including those taken as alies) may have up to 2 customisations" .

So, which is it?

One. Raiders' ships are often slavaged or converted ships that are unique in their capabilities. The allied ships are pretty standard, but it doesn't stop Raiders modifying them a little.

Or in rules balance, a Raiders version of a standard ship could be a little bit better to balance out a weak fleet, but not too much better.
