Page 56 states:

MAKING CHECKS
To make a check, the Traveller rolls 2D and includes
any appropriate Dice Modifiers (DM). If the total is 8 or
more, the Traveller succeeds.

It might be worth emphasising that if the rules text does not state a difficulty then assume that the Task is of Average difficulty. Often (well, in the Actions section p.160) a task is stated without difficulty. Either affirm the default more clearly, or always add in the difficulty to be clear.
 
It gets mentioned several times. For me the real important one is on p. 59 which defaults the system to Average checks unless otherwise specified.

Making Checks (p. 56) - To make a check, the Traveller rolls 2D and includes any appropriate Dice Modifiers (DM). If the total is 8 or more, the Traveller succeeds.

Making Checks - Skill Checks (p. 57) - To summarise; To make a normal (Average) skill check, a Traveller rolls 2D + his Skill Level + his Characteristic DM + any other relevant DMs, and must get a total of 8 or more to succeed.

Task Difficulties (p. 58) - Some tasks are easier or harder to complete than others and so far we have just looked at Average checks that need 8+ to succeed. When the referee decides a task should be either easier or harder, he may change the target number needed to succeed.

Task Difficulties (p. 59) - Note that if no difficulty is listed for a check, you can always assume it is Average (8+).

Combat - Significant Actions - Attack (p. 71) - The Traveller then makes an appropriate skill check and, as normal for any Average skill check, if he scores 8+, the attack is successful and damage is dealt to the target...

Reading through in order - this was my first observation: the default 8+ = Average difficulty is not made clear enough soon enough.

Task Difficulties (p. 59) - Note that if no difficulty is listed for a check, you can always assume it is Average (8+).
This should be on the first page - under Making Checks.
