Does anyone use the arbitrator shotgun in Dredd? Sure it's a good source of stumm gas, but if that's what you're after why not join the riot squad?
To make the arbitrator more appealing, I have a few ideas:
1) when firing, roll 3d6 and discard the lowest
2) new ammo type:
Damage 3d6 (2d6?) 1m radius, max range: short (?) (numbers might need some adjustment) A slightly more focused variant of the grenade shot for the lawgiver mk1, for more of an AoE scatter-spray-and-pray effect.
I imagine this could be an alt-mode for a special justice department shotgun cartridge, or a different shot altogether.
3) allow the 4d6 to be split among several targets standing closely together. This might be easier to accomplish via option 2 above, but I was thinking of a standard scatter shot, aimed between two perps standing closely together.
4) let the arbitrator fire street cannon bullets instead of regular solid shots.
5) GM accounts for the bulk and visibility of a huge shotgun when determining if a perp will surrender or not.
Of course, one of the main advantages of a pump-action shotgun is the versatility in ammo types, though the lawgiver is even better for this. Unless we look at flares, stumm rounds and other ammo types that the lawgiver lack.
