Well, their could be a possibility that players make markers themselves and share them with others. I have done markers for all Shpis from all races for BFG within two days.
I don't think it can be that hard to do the same for ACtA.

Though I'm still quite sure that without high-quality official plastic markers the game will die sooner or later. The sooner the longer the markers take to come.
