I can't speak for Mongoose or ADB on this; but if the release schedule will be in any way related to the one for FC, the Andros might have to wait a few years, along with the ISC and Vudar. (All three empires were published together in FC: War and Peace.)
But then, if the long-term goal is to avoid tying future ACtA:SF books too closely to their FC counterparts, it may be a wholly different question as to if and when the invaders will get their turn.
In the meantime, there is an unoffical Andro discussion thread over here, if you'd like to pop in and have a look. (There's no guarantee that any of the ideas thrown about in there would end up making it across into any official rules; but it's fun to think about even so.)
