All stop and pivot

You need to be allready stopped the turn before doing this don't you. So therefore a ship that is adrift and had decleared all stop the previous turn in its movement can all stop and pivot.
Have i read this correctly?
Was this intentional or is it allophole a very cheesy one at that?

Nope wrong. Its been ruled on (I thought I linked this in the other forum mate but if not, go to rulesmasters and theres a very clear answer as I supected ;))
 
You don't necessarily need to be stopped to use All Stop And Pivot. All Stop allows you to move up to half speed. But if you're adrift you can't perform any movement special actions, sorry!
