That was also my question. Especialy the orcas, having a whopping STR+8 and END+4, I find it weird/wastefull that they are seemingly limited to 15 for these stats.

As a general rule, for any alien race, shouldn't there be a statement as to what the maximum can be for any stat? Orca are an extreme example, but there are aliens in 'Behind the Claw', that use 3D, so these could roll 16, 17 or 18 and could go higher in character creation.
