Alien upper limits on characteristics

From the MGT alien modules:
Aslan could have an upper limit of 16 on strength & endurance
Vargr had an upper limit of 16 for thir notable trait, varying by sub-species.

I take these still apply?

I see human maximums as 15. Alien maximums should simply be 15 adjusted by racial adjustments
