I think this was mentioned somewhere else, but I think the Rank Names for the Agent-Law Enforcement Specialty are incorrect.
Detective should be Rank 3 and Lieutenant should be Rank 4.
I suggest keeping the Skill or Bonus with Detective, thus moving it from Rank 4 to Rank 3.
A detective is a sideways rank from Sergeant and both are below a Lieutenant in every police organization that I know of. Also, Investigate-1 makes more sense with a Detective than with a Lieutenant so if you move the rank names, move the skill with it.
