ACTA - Starbase Procurement

The campaign rules for Starbases suggest that in order to purchase a Starbase, one needs to have a Strategic Target in order to make the purchase (which is then placed at said Target). When starting a campaign, no player most likely has a Strategic Target so does that mean that you can't use the starting Allocation Points to buy a Starbase?

I think it specifically says in SFOS that you can't start with a starbase, but i'd have to look it up to be sure,
