A template is essential. The GF9 ones for B5 ACTA are awesome. We still use ours.
Special order counters can be handy.
There are downloads for planets, dust clouds and asteroids. Some here: http://www.epicarmycard.com/Resources.htm

Spare bases are listed on the Mongoose webstore.
I doubt you'll see gaming mats, but the likes of Hotz Mats already produce several suitable ones.
For Babylon 5:ACTA you could always just put 45 degree marks around the base for checking turn/fire arc angles if you didn't use a template, don't know if there's anything more than that needed for ACTA:SF until I get a look at the rulebook.
Special Action markers are very useful, you might eventually see someone like Litko or GF9 produce them but it's easy enough to run some off on a PC. You'll probably need some sort of drone/plasma torpedo markers too, I know ADB do some so they'll probably appear in the Mongoose line-up too at some point although you could likely get away with just placing different varieties of dice on the targets instead until then.

Those of us who play other SFU tactical games could easily use the cardboard drone counters. And ADB has metal drones and plasma torps, as well as some fighters.

Anti-ship guided missiles. Used in the SFU by the Kzintis, Klingons, and Federation (and some pirates) as secondary weapons. Most Kzinti ships have a lot of drone racks (missile launchers) and use the missiles to influence the maneuver of the enemy. Most Klingons have a pair of racks and use them to shoot down Kzinti drones or as opportunity weapons. The Klingon ships maneuver better than the Kzintis or Feds, so they don't need swarms of them to force the maneuver of the enemy. The Federation have special hybrid drone racks that can launch normal drones or "dogfight drones" that have a warp-seeking warhead which is good for shooting down drones or fighters. On the Romulan border, they mostly use standard drones, but on the Klingon and Kzinti borders they're likely to use more dogfight drones or "anti-drones".
We've already made Special Order counters for our playtest games.

Great idea. I just printed up a load of 3x2cm markers for special actions,damage status etc and laminated them for B5:ACTA. Probably be able to use them as is with a few Star Fleet specific ones thrown in, although you've inspired me to think about doing something a bit fancier.
