How does a ship in a pentacon that scouts an enemy vessel for redirecting weapons work?

Being in a pentacon doesn't affect scouting ability at all. The scout trait works as normal, and so does the pentacon ability.

I believe all the ships get to re-roll one weapon system against the target ship.

As JayRider suggests, as of Armageddon, EVERY ship can get the bonus on one weapon system apiece against the target (not just ones in the Pentacon).

It was the same before Armageddon also.

When a Scout successfully does a redirect fire action, all of your ships get rerolls to one weapon system against that target. Whether they are in a pentacon or a squadron or not is irrelevant.
