ACTA Handling no legal moves

What happens in the situation when a ship has to move (the at least half of its current speed thing), but, due to the number of other ships in its path, it has no place where it can legally do so?

I know there is an SA that can allow the ship not to move, but there are numerous ways that can lead to a ship being unable to perform SAs.

According to Armageddon you just move the ship as far forward as you can and stop when you contact one of the blocking ship's bases. Of course, fighters can be placed on ship bases and so won't restrict capital ship movement.
 
While we have taken to just moving fighters onto a ships base as well, I didn't think that was technically legal...I thought a fighter could end on a ships base but a ship could not end on any base. Shrug, like I said we have taken to doing what you suggest to avoid certain silly tactics, but I would like to know the actual rule.

Technically a fighter can only be placed on a ship's base, if it is either flying in support or if it is attacking the enemy ship. So I guess that means you can't move a ship under a fighter unless it is your own and it's moving to support the ship.

But we usually just push 'em out the way.
 
Didn't think the rules forced you to attack or support a ship with fighters you move on to their base. If I remember correctly, Matt Sprange's post (in Rulesmasters ?) only mentioned that fighters could stack on ship bases and didn't give conditions. To avoid confusion I flip over any fighter stand that ends up on a ship base due to ship movement to signify it's not commited to any action until it's own turn and disallow friendly fighters from stacking unless escorting. I'd prefer just to shift the fighter bases out of the way too if a ship ends up on any but that can cause problems with them losing or gaining an inch or two movement in their own phase.
 
The only exceptions mentioned so far to the no stacking rule, are supporting capital ships and attacking enemy capital ships. So technically if you're not doing either of those, no ship or fighter can be placed on top of (or underneath) any other ship or fighter.
