It's quite clear though.
Firebolts are a type of starfury just like aurora, nova, etc.
Firebolts may be purchased separately (at a cost of 2 per patrol point).
Or, you can upgrade up to 4 of any other kind of starfury (aurora, nova etc) for a patrol point.
The "up to 4" is because some carriers have less than 4.
 
No it's quite specific, it means up to 4, as in you can swap 1, 2, 3 or 4 other starfuries for firebolts for the cost of one patrol choice. It's to stop some geeky rules lawyer saying "oh you can't upgrade the Auroras in your Marathon to Firebolts because you only have 2... the upgrade rule says you have to swap 4". :)
 
eh? why would anybody NOT let you spend a patrol point on buying something that is worth less than 1 patrol point?

Firebolts have very long range. Someone with few or no defence against long range fighters might want to stop you upgrading.

Although yeah you could just spend the patrol point on a wing of 2 firebolts anyway... but who knows... people do weird things :)

It also means, I believe, that you can spend your 1 Patrol point and replace all the Auroras in two Marathons, or four Hyperions. Of course, if you then only put one of those Marathons (or Hyperions) into the next campaign scenario, it will account for a whole Patrol point from your FAP for the scenario.
