I need some clarification on just how the system works regarding a fleet "choosing" which objective to claim...

e.g. say fleet 'a' picks objective 'a'

fleet 'b' then challenges fleet 'a' at objective 'a'

does fleet 'b' also get to claim objective 'b' as well?

and if he does, does fleet 'a' get to challenge fleet 'b' for objective 'b'?

No, each player only gets to act once per turn, ie try and claim a target or intercept another player.

However if player b already owns target C, then when player a tries to claim it, player b will still get an action of their own, and so possibly have to fight two battles.
