ACTA - Boarding Parties and Captured ships

I thought in 1st Ed it was rulemastered that if a ship has enemy troops on board and no allied troops it is considered captured if it withdraws from combat. Is this no longer the case in 2nd Ed? We didn't see anything in the rules that stated this so I though I would ask for clarification. I tried searching for the 1st ed rule for a reference but I think it was lost when many of the posts were wiped out.
