ACTA: Another Breaching Pod Question

If a capital ship moves into base contact with a breaching pod, does the breaching pod attach or does it have to be the breaching pod that initiates contact?

The breaching pod trait rule says: "If the Breaching Pod moves
into base contact with a ship or space station,..."

So a ship can move over or through a pod without making contact.
