There was talk on the ADB BBS a couple of years back about doing a "
Reflection Universe" project; where the roles of the Vulcans and Romulans are swapped (as in, the militarist faction wins on Vulcan, and the followers of Surak go into exile on Romulus).
It wouldn't be the same as the Terran Empire in Franchise Trek, but it can still be its own thing.

timeline is not quite so lop-sided, for the Feds at least.
Yes, the Federation fights a number of wars (two each with the Romulans, Klingons and Kzintis, then the General War, then on to the Andromedan War) but it is still at peace for a much higher proportion of the time period covered by the SFU than not.
Things vary from empire to empire, but you could look at the most striking example, that of the Inter-Stellar Concordium; who had their early history expanded upon in the two latest
Early Years modules. Once the five founding planets develop tactical warp drive and wind down the resource wars they had hitherto fought against each other, they remain at peace for around a hundred and fifty years! (And even then, you could argue the short-lived Pacification Campaign was not a true war; only when the Andromedans began their invasion of the Alpha Octant did the ISC have a real fight to the death on its hands.)

The SFU has expanded far beyond the Alpha Octant (our corner of the
galaxy) in the last decade or so; branching out into the
Omega Octant (originally created by Bruce Graw),
Lesser Magellanic Cloud (expanded upon by Ken Burnside, who now runs Ad Astra Games) and the Triangulum Galaxy (which has a
playtest module for
SFB written by Francois Angers).
Omega alone has almost two dozen empires in print, and at least half a dozen more noted in the Omega timeline which await publication; the LMC has five empires in print, and at least two more in reserve; and M33 has four playtest empires, out of over two dozen on the Triangulum map.
Hopefully, once a solid presence is established in
A Call to Arms for the various Alpha empires, the door could then be opened to some of the other settings the Star Fleet Universe has on offer.
