[2nd Ed ACTA] Scouts and Special actions

3 Questions really:

First, can I just confirm that scouts can now use their scout abilities even while performing special orders?

Secondly assuming they can, can they do so while on the silent running special order. Cant see anything specifically prohibiting it but just checking!

Thirdly (and lastly) when on 'silent running' is it meant to read that the ship moves up to half speed or does it mean the ship must move EXACTLY half speed (basically drifiting which I suppose makes sense).
 
Yes, Scouts can do all of those things!

As for the Silent Running, _most_ ships will be forced to move exactly half speed, because of the standard movement rules. But not all ships follow the standard movement rules. . .

I don't know; a stealth ship lurking a the back of the field is the perfect place for a lucky, revered leader, inspired command!
