@Geir is the author. I'd imagine he did give High Guard a look. He's pretty on the ball about this kind of stuff, even if he can't spell Stirling. ;)

With as many rules that belong in High Guard scattered all over the place (and which will likely eventually make their way into High Guard) I don't think you should reject them out of hand. The page before the one referenced is actually one that should be taken into account as well.
