I just ran into this too, it could do with an official answer, but in the interim either allow an extra choice from the list or roll on the table of the career your expecting to enter? Or just assume that any connections at University just give you Carouse :D

I don't see why your location should make a difference as to the setting you'd play in. Judge Dredd is written by mostly UK writers, who manage to write it fine without living in the US. Though I must admit, the idea of an Armitage style game does appeal.
