On page 37 under "The Rogue Agent" it mentions that Dylyr was selected by Cleon II aka "Cleon the Mad" 1: Cleon the mad was Cleon III 2: The Angin-Wafer was named after Emperor Anguistus, who wouldn't be Emperor for another 80 years after Cleon III.
