I could see that, the megacities and their systems of fascist government are bad for the earth and humaniyt, so some people might want to destroy the megacity system. Bioweapons might be a good way given the pop density making them spread like wildfire.

The Prefect is reynolds best book. I liked pushing ice and house of suns. Revelation space is a little off, I'm nott oo crazy about it, but the prefect is an awesome book, read it.
