My guess is that belt miner is a re make of the miner rules stripped out from high guard in a more modern layout with some additions.
And that battle armour might just be a deep dive into power armour at a few tech levels and perhaps sizes for either traveller as a whole OR for 2300 specifically.

1, once a enemy has presence in the system the system is lost and should immediately surrender to avoid orbital annihilation
2, the enemy can always mass ships better then you can in the start of any conflict
3, you can not have enough ships in threatened regions to contest the attacking...
So the strategy would be to perform a immediate retreat on detection of enemy units and have the civilian government surrender to the attackers while you then start spreading the info about the attack so that you can assemble your fleet in force and then turn around and smash the enemy fleet.
