It could be as simple as 1x(time increment) per program number. No one needs to go into "well is it cat 4 or cat 5 or cat 6 or fiber or 5G wireless"? That would still be better than a vague "non-trivial" blurb in the rules. My point is, saying "non-trivial" in the text is a waste of text. They should have left it out altogether if that was all they were going to provide.
I am thinking let it be a combat round to transfer. TL9+ should be so fast that all feels instantaneous. As fast as you can give the instruction it is done. The limiting factor on software should only be that you paid for the license for it to work on one device per license at a time. Sweet and simple
