Bribery doesn't always work on people. For some it's an insult to their honor (which is a higher possibility for nobles, who are supposed to have more honor than the average citizen), others may realize that bribery will cause them more problems in other areas. If it's a culture that assume bribery as a norm then the referee should be forcing the players to bribe their way up to the nobles, who may demand huge bribes - especially if they know the players are wealthy. Plus if the players aren't being flashy about their supposed wealth no one will believe they have it.
Trying to bribe an Imperial Noble is likely to require a huge chunk of money - and any public discovery of a miscarriage of justice (from bribery of a witness or juror) tends to result in a retrial, not a dismissal of the case.
And as to psionic manipulation - well, the Zhodani are a thing, so it can be assumed that that sort of thing has been tried; even if pisonics are illegal for open use in the Imperium, the mechanics of psionics are known, and hence appropriate security and countermeasures can be put in place if you're important enough to warrant that sort of thing.
