I liked the thing quite a bit, gives a different feel to the ISA, a more "Younger Race Influence" rather than "Leftover Vorlon", but I had a suggestion regarding the Dual Assault Laser on the Legacy.
I think twin-linked for a beam might be a bit silly, BUT I thought of something you might like, but is simply a suggestion.
Maybe by cutting the range down to 20-18, make it Forward arc, and split it into two weapons, like thus:
Dual Assault Laser F 2AD 20in AP, Beam, D-Dam
Dual Assault Laser F 2AD 20in AP, Beam, D-Dam
BUT, change it up with this special Addendum.
* If both Dual Assault Lasers Target the same ship, add +2AD to the attack roll.
It doesn't quite fit the fluff, But I think it gives it that kind of "Upgraded Narn" Feel without going into the kind of broken "Twin-Linked Beam" thing.
