Anyone know when the VAS rules will be available, will I save any time by pre-ordering from Mongoose?

Anyone know if there will be a tournament when they are released. I would try to come to a tournament if it was 24 hours after I got the rules, probably come last, but don't care, just a great way to learn the rules...
