I'll admit that I'm pretty rusty on the Spirit rules, so I am confused. I don't recall that Intensity has anything to do with Spirit Binding or control.

My understanding is that commanding a released spirit just requires a Spirit Binding skill check (per page 141 upper left corner).

You can control a spirit of 3 POW per 10% of your spirit binding skill. So if you release a spirit of 15 POW you would need at least 41% in spirit binding to control it.
