How many movement points does it cost to change floors in a building? My gut instinct is 4" or 1 full movement action or 1 full turn (a bit much) for simplicity.

However many inches it take them to go up the stairs?

Of course, your question makes me wonder if there's some rules for infantry occupying buildings in an abstract way. Because not all miniature buildings have modeled interiors.
